City of Newark Responsibilities
City-owned parks are maintained by two departments:
Department of Recreation, Cultural Affairs & Senior Services
Building new parks
Fixing equipment at existing parks
Managing contracted capital improvement work (e.g., Schleifer Park)
Department of Public Works
Sanitation
Litter and trash removal
Snow removal
Mowing and pruning
Tree maintenance
DPW may also contract out park maintenance services

Essex County Responsibilities
The County of Essex is responsible for the upkeep of all county-owned parks, including:
Sanitation
Litter and trash removal
Equipment repair
Mowing and pruning
